Utilities Engineer

Job Overview

The City of Seguin is seeking a Utilities Engineer to provide engineering support for various utility capital improvement projects including water, wastewater, and electric systems. This role involves managing construction projects, reviewing plan and contract documents, negotiating contracts and change orders, preparing cost estimates, and monitoring project progress to ensure compliance with city standards. The Utilities Engineer collaborates closely with consulting engineering firms and participates in future utility project planning.

Primary Responsibilities

• Collaborate with Department Directors and Senior Utilities Engineer to plan and develop utility capital improvement initiatives.
• Coordinate with consulting engineers on project planning, organization, and management activities.
• Manage and inspect water, sewer, and electric utility projects to assure quality and compliance.
• Conduct field inspections of city facilities and work crews to verify work quality, proper execution, and adherence to safety protocols.
• Review utility capital improvement project work for completeness, quality, and adherence to mandated standards.
• Respond to citizen inquiries related to utilities.
• Assist in the development and maintenance of the city's GIS/GPS mapping system.
• Maintain comprehensive departmental activity records and prepare required periodic and special reports.
• Provide guidance and problem-solving support in field situations; review utility project plans.
• Contribute to calculations of utility impact fees.
• Oversee construction projects including managing requests for proposals, bid evaluations, awarding contracts, ensuring compliance, approving payments, and managing project acceptances.
• Assist in updating and preparing a Five-Year Utility Capital Improvement Plan.

Qualifications and Skills

• Strong knowledge of professional engineering design principles along with field and utility operations expertise.
• Proficiency in applying general management principles and interpreting state and federal rules, regulations, and program guidelines.
• Understanding of budgeting practices and contract management.
• Capability to evaluate policy issues, communicate effectively, analyze data for decision-making, and build productive relationships with city personnel and the public.
• Possession of necessary certifications and ability to maintain them.

Education and Experience

High school diploma or equivalent along with a civil engineering degree, plus minimum three years of experience specifically in utility engineering (water, wastewater, electric) and project management; or an equivalent combination of education and relevant experience.

Licenses and Certifications

• Registered Professional Engineer licensed in the State of Texas.
• State of Texas Class C driver's license or access to alternate transportation.

Compensation and Additional Information

• Starting wage: $48.82 per hour.
• Position will remain open until filled.
