Role Overview
The National Security Manager joins the Facilities sub-area within Business Services, overseeing security provisions for all commercial and operational properties across the country, including offices, depots, laboratories, and water and wastewater treatment plants. This position acts as the principal authority for all security-related matters, directing security operations, policies, and upgrades nationwide.
Key Responsibilities
- Oversee physical security across Uisce Éireann's commercial and operational sites, managing manned security personnel, access systems, the Security Operations Centre (SOC), and incident handling.
- Lead security enhancement projects encompassing electronic systems, fencing, access controls, automatic gates/doors, ensuring compliance with budgets, schedules, quality standards, and safety regulations from initiation to completion.
- Recruit, supervise, and coordinate the Security Team, blending internal staff and outsourced services to maintain a high-quality national security presence.
- Develop and enforce comprehensive security strategies, policies, standards, and procedures to protect personnel, assets, and organizational reputation against threats.
- Prepare and control capital and operational expenditure budgets for the security function, securing approvals and managing expenses effectively.
- Implement a national security risk assessment program covering both commercial and operational locations.
- Direct contractual oversight for national security frameworks, managing commercial terms, strategy, delivery criteria, and daily contract administration.
- Formulate and apply an integrated security software strategy that enhances electronic system interoperability, incident tracking, and SOC reporting.
- Ensure alignment with health, safety, quality, and environmental standards, supporting related risk assessments and investigations collaboratively with the HSQE team.
- Plan and execute security training and awareness initiatives targeting employees, contractors, and third-party entities.
- Maintain compliance with the Critical Entities Resilience directive and coordinate with IT, OT, and Cybersecurity efforts as needed.
- Engage regionally with operational teams to guarantee national and local security meets business requirements.
- Collaborate with senior management and other departments to address security demands organization-wide.
- Represent Uisce Éireann in liaison with Enterprise Risk and Crisis Management, police, government agencies, peer organizations, and expert groups.
- Promote a culture emphasizing continual improvement of security practices, processes, and procedures.
- Commit to role flexibility, including extended hours and participation in on-call rotations.
- Perform supplemental duties as assigned.
Additional Responsibilities
- Strengthen cooperation with internal stakeholders across the organization.
- Champion health and safety standards within Uisce Éireann and its contractors, fostering a positive safety culture and meeting industry-leading objectives.
- Support the Uisce Éireann Transformation Programme, contributing to Directorate and company-wide goals.
- Adhere to Information Security policies to maintain the confidentiality, integrity, and availability of sensitive business information, complying with the NIS Directive and cybersecurity regulations.
Qualifications and Experience
- Relevant higher education qualifications or professional accreditation are preferred, alongside substantial relevant experience.
- At least seven years' experience in security or facilities management within water, utilities, or comparable industries.
- Proven leadership in managing sizeable teams within regulated and dynamic environments.
- Expertise in handling security for both commercial and operational facilities.
- Successful history of managing multiple concurrent security projects from conception to delivery.
- Strong motivation and professional integrity, with demonstrated senior-level results delivery.
- Excellent analytical capability to identify problems, develop solutions, and implement enhancements strategically.
- Skill in building and sustaining strategic partnerships with key stakeholders.
- Proficiency in managing complex issues proactively, communicating intricate information clearly.
- Experience in supporting policy frameworks and driving adoption of advanced procedures.
- Leadership and transformational experience in utility or regulated multi-stakeholder environments is advantageous.
- Ability to meet deadlines, adapt to evolving situations, and develop practical solutions under ambiguity.
- Possession of a full, clean, valid Irish driving license is essential.
- Willingness and ability to travel nationwide to fulfill national responsibilities.
