Role overview
Aneurin Bevan University Health Board is looking for an experienced, driven Security Manager to join its Estates and Facilities Division in Caerleon, Wales. This post carries tactical responsibility for divisional security services, with a focus on protecting patients, staff, visitors, and assets while keeping local operations aligned with wider Health Board strategy.
This is a leadership position where you will oversee day-to-day security delivery, manage local risk, and drive ongoing service improvement across a complex healthcare environment. The role suits someone who can balance immediate operational needs with broader strategic objectives and work confidently at divisional level.

Main duties
- Lead the delivery of a high-quality security service that is also cost-effective.
- Provide tactical direction and everyday management for the divisional security team.
- Put Health Board security policies, standards, and strategies into practice locally.
- Oversee the effective use of CCTV, access control, and other security systems within the division.
- Track performance through KPIs, audits, and reporting, and use the findings to improve services.
- Manage divisional security budgets, resources, and contracts within delegated authority.
- Work closely with divisional leaders, clinical teams, Police, Local Authority partners, and other external stakeholders.
- Represent divisional security needs in wider Health Board initiatives, including capital projects and improvement programmes.
Qualifications and knowledge
Applicants should be educated to master’s degree level or able to demonstrate equivalent experience and knowledge. You should have a strong understanding of security legislation, relevant codes of practice, risk assessment methods, training approaches, and health and safety law.
Desirable knowledge includes the NHS Security Management Service qualification, security by design, risk management methods and processes, security standards, continued professional development over the past 3 years, and specialist knowledge of managing security risk.
Experience
You should bring security management experience in healthcare or a related security service, along with experience in training design and delivery, general management, dealing with enforcement agencies, and auditing. The role also calls for evidence of successful change implementation, stakeholder involvement in service development, project management with measurable outcomes, and experience of leading significant operational and structural change in a large organisation.
Further experience requirements include developing a security strategy and related policy, reviewing and introducing major changes to operational structures and working practices, reviewing and implementing major changes to technical security systems, and managing staff including recruitment, appraisals, and disciplinary matters. At least 2 years’ experience managing large teams in a similar role within the public or private sector is required. You should also be capable of meeting tight deadlines, setting service levels, creating KPIs and performance-monitoring systems, managing substantial budgets, and leading change in a unionised environment.
Experience in the Police or Armed Forces is desirable.
Skills and abilities
You should be self-motivated, able to inspire others, willing to take responsibility, and committed to continuing professional development. Strong interpersonal and communication skills at senior level are essential, as are report-writing, IT skills, the ability to manage staff at all levels, and the capacity to lead and assess training programmes. You must also be able to perform security audits and security-management risk assessments, motivate and direct teams, and manage change effectively. An understanding of risk profiling would be an advantage.

Please note that the salary scale for Band 3 has been adjusted under the NHS Agenda for Change pay award for 2026/2027, with implementation scheduled for August 2026 and backdated to 01 April 2026 where applicable.
