Manager Process Analysis

About the Role

The Ministry of Justice in New Zealand is looking for a Manager of Process Analysis to lead the Business Analysis function within the Te Au Reka Process Design portfolio. This fixed-term role runs for 24 months until 30 September 2028, based in the National Office in Wellington. Te Au Reka is a transformative programme aimed at modernising justice administration by implementing a digital case management system to enhance access and experience of justice in New Zealand's courts and tribunals.

This role involves developing and implementing a mature and scalable business analysis practice to support complex organisational change. Reporting to the Director of Te Au Reka Process Design, the Manager will provide functional leadership to the business analyst team, establish standards, improve capabilities, and ensure effective governance and alignment with programme priorities and strategic objectives.

Responsibilities

The successful candidate will translate strategic goals into actionable plans, nurture a high-performing and collaborative team culture, and build strong relationships with diverse stakeholders. Responsibilities include supporting and developing staff, proactively managing risks and issues, and adopting a flexible approach to deliver results. The position requires leading, influencing, collaborating, and delegating appropriately to achieve sustainable transformation outcomes.

Required Skills and Experience

• Certification such as CBAP, CCBA, CCA, or equivalent.
• A relevant tertiary degree in Information Technology, Business, or related fields.
• Extensive experience as a Senior Business Analyst with proven leadership in complex digital or transformation programmes.
• Demonstrated success in managing and developing business analysis teams in large multi-stream environments.
• Experience establishing and governing business analysis frameworks and standards.
• Competence in workforce planning, capacity management, and performance governance within structured delivery settings.
• Strong knowledge of Agile, Lean, and hybrid delivery approaches.
• Understanding of public sector governance, accountability, and decision-making processes.
• Excellent leadership, stakeholder engagement, and communication skills, with the ability to influence across functions.
• Ability to work effectively in fast-paced, politically aware, and complex environments.
• Collaborative team player committed to delivering high-quality programme and project outcomes while advancing the Ministry's delivery maturity.

Salary and Application

The salary for this J09 graded position ranges from $130129 to $179192 annually, depending on skills and experience.
