As the Manager, Fleet Services, you will oversee the maintenance and management of the County's fleet, ensuring all vehicles and equipment are safe, reliable, and compliant. Your leadership will help optimize fleet performance, control costs, and support essential municipal operations.

Key Duties

• Align department goals with corporate strategy and guide daily operations to achieve these objectives.
• Ensure adherence to relevant legislation, corporate policies, collective agreements, and regulations affecting fleet services.
• Lead human resource activities including recruitment, onboarding, team development, and performance management to maintain a high-functioning department.
• Assign and schedule work crews and equipment to meet operational needs efficiently.
• Develop, implement, monitor, and continually enhance strategies, policies, and procedures ensuring effective fleet management and staff compliance.
• Manage asset lifecycle including selection, procurement, maintenance, and disposal of vehicles and equipment.
• Guarantee all work meets quality standards and complies with legal requirements.
• Create and sustain both short- and long-term programs evaluating fleet efficacy and security, researching industry innovations.
• Prepare and administer the fleet budget, track expenditures, and liaise with other departments to meet operational demands.
• Oversee contract management, tender processes, vendor negotiations, and inspections related to fleet acquisition and maintenance.
• Ensure health and safety compliance, including fuel station operations, energy management related to fuel usage, and occupational safety standards.
• Represent the County in public relations, media interactions, legal matters, and council meetings as necessary.
• Coordinate and maintain critical systems such as two-way radios, GPS/AVL tracking systems, driver identification, and vehicle monitoring.
• Administer compliance with Highway Traffic Act, Commercial Vehicle Operator Registration (CVOR), driver safety programs, and related certifications.
• Maintain computerized fleet maintenance records ensuring accessibility for audits and regulatory compliance.
• Supervise repair and stock management programs to minimize equipment downtime and sustain service performance.
• Prepare detailed departmental reports and recommendations for leadership and council consideration.
• Support training initiatives to enhance staff skills and maintain safety standards.
• Perform additional duties as assigned to support the department and corporation goals.

Qualifications and Experience

• Post-secondary degree, diploma, or professional designation relevant to fleet or automotive management, with extensive progressive management experience.
• Certification such as Class "S" Service Technician, Class "T" Coach and Truck Technician, Emergency Vehicle Technician Certificate, or Heavy Equipment Certification (421A) is advantageous.
• A minimum of five years of progressively responsible technical and managerial experience in fleet operations, preferably within municipal government.
• In-depth knowledge of fleet management principles including asset management, business and financial management, maintenance and risk management, fuel security, and information systems.
• Proven success in contract negotiation, service provider management, and union/non-union staff oversight.
• Membership or certification from professional fleet organizations (e.g., NAFA Certified Automotive Fleet Manager) preferred.
• Experience managing Commercial Vehicle Operator Registration (CVOR) fleets and familiarity with applicable legislation.
• Fuel Site Operator certification expected within the first year of employment.
• Experience managing fire and ambulance vehicles is considered an asset.
• Ability to implement and supervise comprehensive preventative maintenance programs for a large and diverse fleet.

Skills

• Extensive knowledge of labor laws, occupational health and safety standards, environmental regulations, and transportation legislation.
• Strong proficiency with corporate software including Microsoft Office and fleet-specific systems such as Pearl for asset tracking.
• Exceptional leadership, organizational, and communication skills to manage a dynamic department.
• Ability to handle competing priorities and maintain effectiveness under pressure.
• Valid Ontario G driver's license with reliable vehicle and ability to provide driver abstract.

Additional Information

• This is a temporary full-time position lasting until approximately March 31, 2027, with a 40-hour workweek.
• Location is primarily Simcoe, Ontario, with required work across the County.
• The role falls under the non-union employee group.
• Annual salary range is $92,440 to $120,173.
