Role overview
BSI is seeking a seasoned, people-oriented HR Generalist to join its People team in Dubai or Qatar. This position provides broad HR support across one or more countries, serving as a central contact for employees and people managers on a wide range of HR topics. The role covers the full employee journey, including onboarding, payroll coordination, employee relations support, benefits administration, and general HR operations.
As part of a global matrix structure, you will help ensure employees experience consistent, high-quality support while aligning local employment rules with global standards and processes. You will also guide and support local HR Administrators on a day-to-day basis to help deliver effective regional HR services.
Location and hiring eligibility
This role is based in Dubai or Qatar. In line with local workforce and hiring requirements, applications are restricted to Emirati and Qatari nationals only. Candidates must already have the right to work in the relevant country without restrictions. Relocation support and visa sponsorship are not offered.
Key responsibilities
- Serve as a primary HR point of contact for employees and managers across the assigned countries.
- Handle HR administration across the employee lifecycle, including onboarding, contract updates, benefits, leave administration, payroll coordination, and exit processing.
- Keep employee data and country-specific HR records accurate and up to date in HR systems.
- Offer first-level advice on HR policies, procedures, and lifecycle matters.
- Assist managers with standard people processes and practical HR guidance.
- Prepare payroll inputs and support monthly payroll activities.
- Support employee relations cases and route more complex matters to the appropriate teams.
- Stay informed on local employment laws and help maintain compliance with labour regulations and internal policies.
- Contribute to regional and global HR initiatives such as leadership development, systems updates, and performance management processes.
- Develop strong working relationships across the People team and the wider business to support a smooth employee experience.
- Take part in HR projects and help improve HR processes and ways of working.
- Provide practical support and guidance to local HR Administrators where needed.
What you need
- At least 5 years of experience in an HR generalist or HR operations role.
- Solid knowledge of employment law, HR policies, and people processes.
- Previous experience in a global or matrixed organisation.
- Hands-on experience with HR or HCM systems.
- Strong communication skills and the ability to manage stakeholders effectively.
- Excellent organisation and prioritisation skills with the ability to handle several demands at once.
- A professional, trustworthy approach and good judgement when dealing with confidential information.
- Strong analytical and problem-solving ability.
- Business-level English and relevant local language proficiency for the assigned country.
Preferred experience
- HR qualification or professional certification.
- Experience working across multiple countries or regions.
- Background supporting employee relations matters or partnering closely with ER teams.
- Experience contributing to HR transformation or process improvement initiatives.

Compensation
The salary for this position ranges from AED 181,500 to AED 242,000 per year. The final offer will depend on experience, skills, market conditions, and internal equity considerations.
