Position Overview

The Civil Aviation Authority (CAA) of New Zealand is seeking an Analyst for the Regulatory Intelligence and Insights team based in Wellington or Auckland. This role is key in delivering intelligence that shapes regulatory decisions by interpreting information about emerging risks, trends, and changes in New Zealand’s aviation sector. Collaborating with internal teams and external stakeholders, the analyst transforms complex data into actionable intelligence to support evidence-based regulatory planning.

Primary Responsibilities

• Create detailed intelligence reports that influence regulatory strategies and decision-making processes.
• Manage intelligence operations through the entire intelligence cycle, ranging from data gathering to sharing findings.
• Constantly monitor and assess emerging aviation sector trends, risks, and change indicators.
• Formulate intelligence requirements aligned with organizational objectives and regulatory needs.
• Deliver insights effectively through reports, presentations, and briefings to stakeholders.
• Establish and maintain collaborative relationships across government agencies, industry partners, and internal departments.
• Offer prompt intelligence support responding to new issues and operational demands.

Candidate Profile and Skills

• Proficient in applying the intelligence cycle to produce high-caliber intelligence outputs.
• Strong analytical prowess with the ability to simplify complex data and extract meaningful insights.
• Experience in defining intelligence priorities that guide evidence-supported decision-making.
• Familiarity with structured analytical methods for evaluating risks, issues, and trends.
• Adaptable to shifting priorities and emerging intelligence needs in a dynamic environment.
• Problem-solving oriented with a practical and solutions-driven mindset.
• Excellent communication capabilities, both written and verbal, including briefing senior leadership.
• Adept at building effective, lasting professional relationships within and beyond the organization.
• Comfortable using information systems and data visualization platforms such as Power BI.

Additional Information

Applicants must be eligible to obtain and maintain Top-Secret security clearance. The salary range for this position is from NZD 98,689 to 120,941 annually, determined based on candidate experience, skills, and internal comparisons.
