Role overview
The Civil Aviation Authority of Singapore is looking for a Quality Assurance Audit Lead with strong grounding in auditing, quality systems, and system/software engineering. The position focuses on planning and carrying out independent audits for system development work, verifying alignment with defined procedures, regulatory obligations, and internal quality standards. The successful candidate will also contribute a forward-looking approach to risk assessment, treatment, and ongoing improvements to the audit process.
Key responsibilities
- Design and perform development and product assurance audits for systems managed under the Programme Office, using established system development procedures and a strong grasp of the organization’s operating processes.
- Build and enhance audit approaches so reviews remain objective, prompt, and impactful.
- Determine which subject matter experts should be involved during audit preparation to ensure the right technical depth.
- Review audit observations to surface related risks and propose suitable risk treatment actions.
- Judge whether the proposed treatments are appropriate and effective in reducing development and product assurance risks.
- Keep audit methods evolving by using insights from audit patterns, past records, and recognized industry practices.
Candidate profile
- Well-developed knowledge of auditing standards and proven experience auditing in technical settings.
- Practical exposure to ISO 9000 Quality Management Systems and how they apply to system development.
- Ability to identify and mitigate risk, ideally in areas such as air navigation ground systems or Whole-of-Government systems.
- Experience working with requirements management and change control processes.
- Background in software or systems development and delivery would be an advantage.
- Understanding of systems design and structured development methods, preferably within regulated or safety-critical environments such as aviation.
- Helpful to have knowledge of policy and best practices for air navigation ground systems and/or Whole-of-Government systems.
- Helpful to have exposure to compliance requirements and audit approaches used in government or aviation contexts.

This role is based in Singapore and is offered as an onsite contract position.
