Role overview

The Aviation Industry Division is focused on supporting Singapore’s air hub growth and ongoing transformation so that the sector stays competitive and continues to generate quality jobs.

What you will do

You will lead a team of 2 to 3 policy officers to shape and carry out medium- to long-range manpower planning for the air transport sector. Your work will cover manpower strategy development, manpower funding policy and grant administration, and analysis of economic and workforce data to forecast future talent requirements and build a comprehensive air hub workforce database.

Your team will drive long-term manpower initiatives across three key priorities: strengthening the Singapore core, improving labour productivity, and augmenting the workforce. You will also coordinate CAAS’ positions and contributions on local and foreign manpower policy with government agencies, and work with Institutes of Higher Learning on curriculum development and talent pipeline initiatives. A key part of the role is preparing policy papers and presentations that clearly explain CAAS’ policy direction and workforce transformation strategy.

In addition, you will oversee manpower funding policies and support workforce development plans for the wider ecosystem and individual enterprises. This includes partnering with major air transport companies to design and implement solutions that help attract, retain, and develop talent, as well as administering CAAS grants that support and accelerate such efforts.

The role also requires strong knowledge of Singapore’s manpower policy landscape. You will analyse current and future workforce needs using economic and manpower models, refresh workforce data from government databases, companies, and open sources, and maintain an air hub workforce database for ongoing policy use.

To succeed in this work, you will need to build strong partnerships with sector stakeholders and government agencies, draw out useful insights and data, and influence partners effectively to support CAAS’ objectives.

Requirements

  • Academic training in any discipline, with preference for Business, Economics, or a related field.
  • At least 7 years of relevant work experience.
  • Preference for at least 3 years of experience in public policy work, especially manpower planning.
  • Preference for candidates with prior people management experience.
  • Strong communication skills, with the ability to break down complex issues and present data-based insights clearly and logically to senior leaders and stakeholders.
  • Proven stakeholder management ability and experience working closely with parties across public and private sector organisations.
  • Comfort with large datasets and varied data sources, including the use of analytical tools and the ability to validate findings with qualitative inputs.
  • Strong command of Excel, with reasonable proficiency in other data analysis and visualisation tools.
  • Strong written communication, problem-solving, and critical thinking abilities.
  • Meticulous, self-driven, and resourceful working style.

Additional information

This is a 3-year contract role offered initially. Depending on performance and organisational needs, the appointment may later be converted to a permanent tenure or renewed for another contract term. The appointment title will depend on the candidate’s relevant experience.
