Resident Engineer - Site

Role Overview

We are seeking an experienced Resident Engineer to oversee site construction activities ensuring compliance with engineering standards, project requirements, and safety regulations. This role involves managing project execution, supervising teams, coordinating with stakeholders, and ensuring project quality and safety.

Core Responsibilities

• Enforce Consultant's QA/QC procedures at the construction site.
• Review and approve shop drawings, method statements, and material submissions with final authority.
• Conduct frequent site inspections alongside clients and contractors to monitor progress and address quality concerns.
• Issue site instructions, non-conformance reports (NCRs), and certify progress milestones.
• Lead weekly progress meetings and scrutinize weekly and monthly activity reports from contractors.
• Coordinate efforts among various disciplines and stakeholders to ensure aligned project execution.
• Mentor, manage, and appraise project staff, assigning responsibilities and monitoring performance.
• Respond to project correspondence and maintain efficient communication channels.
• Organize internal weekly meetings to assess project status and develop action plans.
• Plan and execute effective meeting strategies to cover critical issues like kick-offs, progress, quality, safety, submittals, and coordination.
• Review and approve the Project Quality Plan submitted by contractors.
• Evaluate contractor resources and methodologies; assign engineers and inspectors accordingly.
• Support project controls in evaluating the impact of construction changes and variances affecting deadlines, initiating corrective actions where needed.
• Prepare monthly reports and maintain internal tracking systems.
• Oversee the process of obtaining required permits, No Objection Certificates (NOCs), and completion certificates from authorities.
• Conduct site walks with client, contractor, and quantity surveyor teams.
• Coordinate site safety management in collaboration with safety officers.
• Validate claims for processing and respond appropriately.

Business Development & Company Role

• Establish and nurture professional networks within each contract to foster unity and excellence among site and design teams.
• Understand company mission, business plan, and key challenges to support organizational growth.
• Participate actively in developing and reviewing company policies and procedures, including health, safety, quality, and training standards.
• Contribute to team meetings, feedback, and continuous improvement initiatives.

Engineering Function

• Agree on design philosophies and fundamentals, reviewing deliverables at critical project stages.
• Demonstrate comprehensive technical competence spanning concept design, buildability, detailed design, construction techniques, procurement, risk and claim assessment.
• Manage quality assurance within the engineering team.
• Apply knowledge of CAD standards and 3D modeling in delivery processes.

QHSE Responsibilities

• Implement and adhere to 9E QHSE policies and procedures in the workplace.
• Comply with local regulations and client/contractor safety directives, including site inductions prior to mobilization.
• Report QHSE incidents promptly to the relevant departments and authorities when necessary.

Qualifications and Experience

• Bachelor’s degree in Civil Engineering or related discipline.
• Chartered Engineering qualification is advantageous.
• 15 to 20 years of pertinent construction and site supervision experience.
• In-depth knowledge of construction methods, engineering standards, and local regulations.
• Experience managing multiple stakeholders and project priorities effectively.
• Familiarity with Quality Management Systems (ISO 9001) and Health, Safety, and Environment (HSE) requirements.
• Possession of a valid Dubai Municipality Unlimited License is beneficial.
• Strong understanding of FIDIC contract conditions, administration, claims management, and project delivery procedures.
