Overview
The City of Winnipeg's Transit Human Resources Department invites applications for a temporary full-time Payroll Clerk position based at 421 Osborne Street. This role supports payroll and timekeeping processes, ensuring adherence to payroll standards for the Transit Department. The contract is initially up to six months, with potential for extension. Working hours are Monday to Friday, 8:30 a.m. to 4:30 p.m.
Role Responsibilities
- Manage employee career actions such as hires, promotions, leaves, and terminations using PeopleSoft Employee Action forms.
- Collaborate with Corporate Payroll to resolve payroll issues and review issued cheques.
- Input weekly Plant & Equipment timesheets accurately.
- Provide backup support to the Senior Payroll Clerk and assist in training activities when required.
- Offer a wide array of information and service support related to payroll and employee benefits, including leave adjustments.
- Process reimbursements including training costs, dues, and travel expenses for department staff.
- Maintain departmental records, complete year-end duties, and manage Workers Compensation claims including submission of necessary documentation.
Qualifications and Experience
- Possession of a high school diploma or an equivalent mix of education and experience.
- Post-secondary education in business, finance, or payroll administration is preferred.
- Enrollment in the Payroll Compliance Practitioner Certificate (PCP) program within six months of hire is mandatory.
- Minimum two years' experience in payroll and human resources functions.
- Familiarity with payroll processing, workplace policies, collective agreements, and payroll modules in PeopleSoft is required; IntraOp experience is advantageous.
- Competent in Microsoft Excel (advanced level), and proficient in Microsoft Word and Outlook.
- Strong organizational skills with ability to manage demanding, deadline-driven environments.
- Capability to work independently and make sound decisions, as well as collaborate effectively with team and stakeholders.
- Ability to handle confidential information discreetly and maintain accurate records.
- Exceptional attention to detail and proficiency in calculations related to payroll and timekeeping.
- Effective verbal and written communication skills to convey technical information clearly.
- Commitment to excellent customer service in responding professionally to requests and queries.
Additional Information
The City offers competitive bi-weekly pay according to the Clerk C classification in the CUPE Collective Agreement ($2175.74 - $2351.98), with benefits including dental, vision, pension plans, and leave programs. Flexible working arrangements, including remote and hybrid options, may be considered depending on managerial approval, with the understanding that remote employees must be able to attend in-person tasks or meetings as needed.
