Public Relations Manager

Overview

The Public Relations Manager acts as the chief strategic intermediary and formal representative between the corporation and all tiers of governmental bodies locally, regionally, and nationally. This role mandates establishing and nurturing top-level institutional partnerships, adeptly handling multifaceted regulatory matters, and ensuring acquisition of essential licenses, approvals, and compliances critical for uninterrupted corporate functioning.

Key Responsibilities

• Serve as the organization's principal representative and liaison with all pertinent ministries, municipal bodies, and government agencies.
• Develop and sustain a comprehensive network of reliable contacts within primary government institutions such as the Ministry of Human Resources and Social Development, Ministry of Commerce, General Authority for Media Regulation, Saudi Food and Drug Authority where applicable, General Organization for Social Insurance, Jawazat, and local municipalities.
• Proactively participate in government events, public discussions, and regulatory panels to promote favorable business frameworks.
• Manage digital governmental compliance platforms, including Qiwa, Muqeem, Absher, and GOSI, to accurately maintain employment contracts, Saudization levels, and workforce data.
• Continuously monitor and interpret new legislation, royal decrees, and ministerial directives; evaluate their effects on operations and advise leadership accordingly.
• Ensure timely renewals of all corporate licenses, commercial registrations, industrial and environmental permits, and municipal certifications to prevent operational interruptions or fines.
• Lead mitigation and negotiation efforts in resolving disputes, audits, or compliance issues raised by regulatory authorities.
• Collaborate with internal legal, HR, and operations teams to align company policies with current national legislation and labor requirements.
• Advise executive management on political, regulatory, and policy developments influencing the organization's strategic positioning.

Requirements

• Bachelor's degree in Law, Public Administration, Political Science, Business Administration, or a closely related discipline.
• Between 8 to 12 years of progressive experience in Government Relations, Public Policy, or Corporate Affairs, including a minimum of 3 to 5 years in managerial or executive roles within Saudi Arabia.
• Professional fluency in both Arabic and English, with excellent written and verbal communication skills for official correspondence and interpretation of regulatory documentation.
• In-depth knowledge of Saudi labor laws, commercial regulatory frameworks, corporate governance principles, and government digital platforms.
• Strong negotiation, diplomacy, and relationship-building capabilities to foster trust and cooperation with public sector stakeholders.
• Proven problem-solving abilities to navigate complex bureaucratic challenges swiftly and compliantly.

Performance Metrics

• Maintain flawless regulatory compliance to avoid any operational disruptions, fines, or penalties due to non-compliance or lapsed licenses.
• Keep government digital platforms compliant and up-to-date, particularly those tracking Saudization and employment contract records.
• Minimize approval times for ministerial permits, visas, and commercial authorizations to meet or exceed company benchmarks.
• Strengthen institutional relationships that facilitate successful management of audits and regulatory inquiries.
