Position Overview
Napier City Council invites experienced procurement professionals to join as a Procurement Business Partner. This role demands collaboration across Council teams to guide procurement activities from initial planning through contracting, emphasizing governance, compliance, and delivering value.
Key Responsibilities
- Offer expert procurement guidance to support tendering, planning, and contract management.
- Collaborate closely with Portfolio Leads, Project Managers, and other Council teams to drive compliant and effective procurement outcomes.
- Ensure procurement practices meet regulatory standards and optimize value for money.
- Identify and mitigate procurement and contract-related risks.
- Contribute to enhancing procurement procedures, standards, and frameworks throughout the organisation.
- Work alongside Procurement and Contracts Leads to elevate procurement capabilities and consistent practices that promote improved commercial results.
Candidate Profile
- Extensive experience handling full-cycle procurement within central or local government contexts with a comprehension of public sector governance and practices.
- Proven skill in establishing trusted partnerships and delivering practical procurement advice addressing diverse stakeholders.
- Strong knowledge of government procurement frameworks, legislation, probity, governance, and risk control.
- Experience in spearheading public sector procurement processes including tender preparation, evaluation, and contract management (e.g., NZS3910 contracts).
- Excellent organisational and communication skills with an ability to influence and support stakeholders for positive procurement results.
- A sound understanding of balancing commercial objectives with public sector responsibilities such as accountability, transparency, and value for money.

This is a permanent, full-time position based in Napier, working Monday to Friday, 40 hours weekly. The salary range for this role is $100,511 to $112,336 per annum inclusive of KiwiSaver, subject to qualifications and experience.
