About the role
This position leads tender and bid activities for Saudi Arabia across all BD business lines. It supports the company’s direct market approach by ensuring submissions are compliant, commercially strong, and of high quality for both government and private healthcare customers.
The role acts as the main contact for tender-related work in the Kingdom and involves close coordination with NUPCO, Health Holding Company clusters, Ministry of Health entities, public procurement bodies, and major private healthcare organizations. Success in this role depends on strong knowledge of Saudi healthcare procurement, contract and commercial expertise, and the ability to bring together cross-functional teams to deliver results.
In addition, the role contributes to supplier and procurement relationships, process improvement, regulatory adherence, and BD’s localization, ESG, and Vision 2030 priorities.
Responsibilities
- Own and manage the complete tender and bid cycle across Saudi Arabia for all business units, making sure every submission follows BD policies, local rules, and relevant procurement regulations.
- Act as the central point of contact for the Saudi direct market model, coordinating bid strategy, pricing coordination, internal approvals, submission schedules, and post-award follow-up.
- Build and sustain effective relationships with key procurement stakeholders, including NUPCO, the Ministry of Health, Health Holding Company, government hospitals, healthcare clusters, National Guard Health Affairs, institutions, and large private healthcare groups.
- Maintain strong knowledge of NUPCO processes, including procurement cycles, qualification standards, purchasing methods, framework agreements, e-procurement tools, and stakeholder structures.
- Develop and maintain working connections with NUPCO teams such as sourcing, procurement, contracting, category management, warehouse, and planning.
- Understand Health Holding Company’s operational model, procurement governance, centralized purchasing approach, and decision-making flow.
- Track and manage tender opportunities in the public and private sectors, identifying opportunities early and engaging commercially at the right time.
- Work closely with sales, marketing, finance, supply chain, regulatory, legal, customer service, and business leadership teams to ensure responses are accurate, compliant, and competitive.
- Lead bid review discussions and align internal teams on pricing, risk, product positioning, and contractual terms.
- Prepare and submit technical and commercial documents on time, including compliance paperwork, certificates, SFDA-related documents, localization content, ESG sections, and financial offers.
- Manage BD tender and bid databases, trackers, document repositories, and template responses to improve speed and consistency.
- Create, implement, and refine tender SOPs, governance processes, and best practices.
- Review tender results, competitor activity, pricing trends, and procurement behavior to inform strategy and improve win performance.
- Prepare regular KPI dashboards and reports covering pipeline status, submission quality, conversion performance, awards, risk items, and operational efficiency.
- Spot process issues and lead improvement initiatives that shorten turnaround time and strengthen compliance and execution quality.
- Support localization and in-Kingdom value programs linked to Saudi Vision 2030, including LIKT, local manufacturing, local content, and sustainability requirements.
- Incorporate ESG, sustainability, and social value elements into tender submissions in line with customer expectations and national healthcare transformation goals.
Requirements
- Degree-level education or equivalent, preferably in a science-related or economics/business discipline.
- Background in tender and bid management, ideally within the healthcare sector.
- Hands-on experience managing tender processes, drafting bid responses, and developing SOPs.
- Good working knowledge of MS Office tools.
- Strong relationship management skills with the ability to engage multiple stakeholders and drive collaboration.
- Understanding of commercial contracts and public procurement law.
- Familiarity with tender technology platforms such as Tender Eyes or SharePoint is an advantage.
- Awareness of ESG, sustainability, and social value principles, with the ability to include them in bids being beneficial.
