The position is based at Amelia Coal Mine in the Main Basin of the Singrauli Coalfield, Singrauli District, Madhya Pradesh, about 37 km from Singrauli City. Amelia Coal Mining Limited has been engaged as the mine developer and operator. In FY2023, the project started overburden removal and coal production. The mine uses a combination of shovels, dumpers, and surface miners, and is currently ramping up toward a peak rated capacity of 5.6 million tonnes per annum.

The MDO scope includes access to site, finance, deployment of HEMM, mine operations and maintenance, coal excavation and delivery, construction and upkeep of the coal handling plant, supporting infrastructure such as the conveyor from mine to railway siding, railway siding, and approach/access roads. It also includes arranging power supply, land acquisition, R&R activities, obtaining possession of land, and securing or renewing environmental, forest, and other approvals, licences, and permits.

Core accountabilities

• Build and implement policy and planning frameworks that support finance, accounts, commercial, and purchase decisions at the project.
• Prepare annual budgets and forecasts in line with project strategy and group guidelines, and contribute to strategic decisions with sensitivity analysis.
• Oversee accounting controls, ensure accurate recording of income and expenditure, and maintain proper books of accounts.
• Review vendor claims, ensure fair processing, and release payments according to contractual or agreement terms.
• Close monthly, quarterly, and annual accounts on time and with accuracy.
• Ensure reporting and accounting practices meet the expectations of ROC, the Companies Act, group policies, external auditors, and regulators.
• Monitor compliance with tax and commercial requirements, including Service Tax, VAT, WCT, and income tax.
• Track in-situ production measurement, obtain signed joint measurement reports promptly, and ensure billing is completed and submitted without delay.
• Follow up on bill collections and manage fund remittance so that working capital is optimized, holding costs are reduced, and temporary surplus funds can earn interest income.
• Prepare trial balances for all profit centres and reconcile data used for management reporting.
• Submit MIS reports within timelines and identify cost-control opportunities for internal checks and control improvements.
• Manage the unit’s purchase and stores activities, including procurement processes, contracts, payments, and vendor management.
• Ensure purchasing is completed on time at competitive rates and standard procedures are established and followed without deviation.
